Mouse input's priority needs to go after keyboard when pressing Mod4 key

Bug Description

When pressing the Mod4 key to access the MATE menu, 11 out of 10 chances the user will want to user the keyboard for a search criteria.

If the mouse cursor happens to be sitting on top of any(*) surface of the menu then it becomes impossible to type in anything to search.

(*) this is not technically true because if the mouse cursor is either sitting above the text box OR the "Favourites" line then the keyboard will work.

This annoyance has been around forever.
