sound theme "No sounds" still plays sounds

Bug Description

System: Ubuntu MATE 18.04 amd64

How to reproduce:
- open Sound Preferences
- in Sound Effects select sound theme "No sounds"
- open new Pluma window
- press cursor-up key
=> a sound plays despite the "No sounds" theme

Can also be reproduced in Caja and other apps.

Can't reproduce in Caja, Pluma or other apps on my up-to-date machine; same on a VM with the old 4.15.0-20 kernel.

I just noticed something: the sound theme does work, however there is another sound that *also* plays on top of it if I move the cursor in Caja/Pluma in a direction it cannot move in (e.g. past the topmost line/item).
I have no idea where that sound comes from - it seems to be completely independent.

A fresh user profile does not help either, I even tried the live ISO in a VM - same problem.
In 16.04 the additional sound does not play.

On Pluma, yes there's a sound when I try to move to a place that's empty of any letter/item; but this doesn't happen on Caja.

I guess these are independent of what can be changed in the sound settings. It's a very very minor thing to be of bother. But I can't say for sure if it should be filed as a "bug", the developers can shed more light upon this matter. You should start a discussion on the community website if you want to get serious or want attention of the devs, but I wouldn't go that far for such a minor thing...

I found a workaround: rename /usr/share/sounds/ubuntu/stereo/bell.ogg, log out and log in again.

It turns out this behavior was introduced by a pulseaudio bugfix: https://bugs.launchpad.net/ubuntu/+source/unity/+bug/769314 .
One can also edit /usr/bin/start-pulseaudio-x11 and comment out the bell sample upload.

Why was this bug marked as invalid? The problem is still there. Whether it was introduced by some other bugfix is not relevant for the status of this bug.

The referenced pulseaudio bug is marked as "Fix Released" over 1 year ago, and does not actually match the exact issue described in this bug report. Is there a separate pulseaudio bug still open for this issue? Or is it actually a MATE Desktop issue in the end?

I changed this bug from "invalid" to "confirmed" because it is annoying and other people are having this issue too. See also my last comment above.

Isn't this just the "Alert" sound? At least one of my machines had that re-enabled by an update to either 18.04 or 19.04, possibly both.

Make sure the "Mute" checkbox for "Alert Volume" is ticked. Just using the "No Sounds" theme DOESN'T actually mean "No Sounds" unless you do that as well. My 18.04 and 19.10 machines correctly don't make noise in the OP's scenario.
