When resizing a panel the mate-dock-applet position does not remain centred

Bug Description

If you use the dock_applet.py in the panel and you change the panel size, the icons will not stay in the center of the panel. this will be a problem if you have a low rezolution/small monitor and you will whant to make the bar smaller.

This is a very minor issue, but is inconsistent with how other panel applets behave. It can be simply worked around by by moving the mate-dock-applet after a resize.

This is fixed in mate-dock-applet 0.76.
