Keyboard layout defaults to first configured keyboard layout on session login

Bug Description

I've set the default keyboard layout to Indian English and it is above US English in the layouts section under preferences and have also ensured that it's enabled system wide, however it defaults to US English every now and then.

In my case, the first keyboard layout I configured was English (UK). I then added English (US) and placed it at the top of the keyboard layout list. I selected English (US) as the current layout using the keyboard indicator.

If I rebooted, or logout and back in, the keyboard layout is always set to English (UK) event though the configuration indicates English (US) should be preferred.
