Mouse wheel behavior in volume control is counterintuitive

Bug Description

Steps to reproduce:

* Click the volume icon in the universal notification applet
* Scroll up and down with the mouse wheel

Expected behavior:

Scrolling up increases volume, scrolling down decreases it.

Observed behavior:

The exact opposite: up decreases, down increases

Additional information:

The behavior observed is not only counterintuitive, it is also the exact opposite of how the “old” volume appled worked (it had a vertical volume control, where dragging/scrolling up would increase the volume, down would decrease it).
