Keybindings with shift + number keys doesn't work

Bug Description
I can't add keyboard shortcuts with shift + number keys. For example, I can add shortcut Ctrl+Alt+1, but if I try to add the shift key, it becomes Shift+Ctrl+Alt+! and pressing the key combination does nothing. I tried to directly change the shortcut to Shift+Ctrl+Alt+1 through dconf, but it doesn't fix the issue.
On Ubuntu 22.04.4 LTS, marco 1.26.0.
