dropdown menu buttons do not work with touchscreen

Bug Description

The drop-down menu buttons on the top bar of application windows do not respond when pressed on a touchscreen device. They only light up green for a split second, but there is no further reaction.
    Also, when using the touchscreen, the context menu buttons do not respond to pressing. They also sometimes flash green quickly.
    In this case, the lower main menu correctly fulfills pressing the buttons of the "drop-up" list.
    Switching between applications on the main menu when using the touchscreen also works without problems.

The problem is old and has been observed for 1.5 years of regular updates, since the start of using the system.

Focal Fossa 20.04.3 LTS 64bit
