Bug Description
Binary package hint: mantis
After committing a bug, the content of which includes some Chinese Simplifed charcters, the Chinese charcters will be displayed as '?'.
When using 'mysql -u root -p' to use SQL 'select * from mantis_bug_table' to display the database used by mantis, Chinese charcters are also displayed as '?'.
I think it is a bug of the string encoding of mantis.
