man-db is just a stray victim here and doesn't really have anything to do with the actual problem, which is that you have a local perl installation in /usr/local/bin that's interfering with the debugging process. I strongly advise you to keep local perl installations in some other directory that isn't on the system $PATH for upgrades.

Sorry, I meant "interfering with the upgrade process" there, not "interfering with the debugging process".
