zstd support not enabled in makedumpfile

Bug Description
Zstd support seems to be missing from the latest makedumpfile versions. Although it seemed to have been introduced after bug 1949395, this is what I get in a Debian sid VM:
halves@sid:~$ makedumpfile -v
makedumpfile: version 1.7.5 (released on 12 Apr 2024)
lzo enabled
snappy disabled
zstd disabled
The same is the case in a fresh Noble container:
halves@noble:~$ makedumpfile -v
makedumpfile: version 1.7.5 (released on 12 Apr 2024)
lzo enabled
snappy disabled
zstd disabled
halves@noble:~$ dpkg -l | grep makedumpfile
ii makedumpfile 1:1.7.5-1 amd64 VMcore extraction tool
