Bug Description
There are use cases where most modules need to be included in the kdump initrd in order for the machine to boot (diskless is one example).
Add a config option to control the behaviour of how the kdump initrd is created. Specifically, allow overriding the variable MODULES from /etc/initramfs-

Forget the previous patch. It contains BUSYBOX changes as well which I believe we don't need (doesn't make sense).
