Mailman's python path should include dist-packages

Bug Description

Binary package hint: mailman

Mailman doesn't include /usr/lib/python2.6/dist-packages in the PYTHONPATH. So if we have extensions that load python module installed by apt or maybe easyinstall, those modules can't be imported.

We discovered this bug after an upgrade from 8.04LTS to 10.04LTS.

/usr/lib/mailman/cron/path.py
