service mailman restart fails

Ubuntu: 16.04
Version: 1:2.1.20-1ubuntu0.1

After
- service mailman restart
mailman is not running.

syslog:

Feb 1 12:11:02 lists mailman[17424]: * Stopping Mailman master qrunner mailmanctl
Feb 1 12:11:02 lists mailman[17424]: ...done.
Feb 1 12:11:03 lists mailman[17431]: * Starting Mailman master qrunner mailmanctl
Feb 1 12:11:04 lists mailman[17431]: Die Sperre des qrunner-Masterprozesses konnte nicht übernommen werden.
Feb 1 12:11:04 lists mailman[17431]: Ein anderer qrunner scheint bereits zu laufen.
Feb 1 12:11:04 lists mailman[17431]: ...done.

After
- service mailman stop
- service mailman start
Mailman is running again.

This is not the expected behavior.

Hi Jan,
thank you for your report and your help to make Ubuntu better.

I could not reproduce your issue - it was just working fine for me.
Is that a reoccurring issue, if so how often?
Is there any custom config involved, consider using apport-bug to automatically report versions and logs.
