mailman 2.1.20-1 hangs during update

During update of 16.04LTS mailman 2.1.20-1 tried to upgrade and now my whole apt-get system will not work. It tells me to run dpkg --configure -a and then hangs forever trying to setup mailman 2.1.20-1

Has apt hung at setting up mailman.
says run "sudo dpkg --configure -a"
this just keeps hanging and never completes.
therefore apt does not work at all now.
so cannot update my server.
