Bug Description

The most recent Trusty package update for maas-dhcp, 1.5.4+bzr2294-0ubuntu1.1, stopped our external dhcp service, isc-dhcp-server and did not restart it.

The maas-dhcp package is required even when using external dhcp services. The maas-dhcp package should not affect external dhcp services when maas-dhcp is not in use.
