Celery sometimes needs restarting manually after an upgrade

Bug Description

After updating MAAS in Trusty, maas-region-celery and maas-cluster-celery appeared to restart as normal (according to apt) but had failed to come up properly (it was impossible to get machines to power on or off until they were both restarted again manually).

Ideally, we should never have to bounce celery manually; whether this is something that we can handle better in the package, I don't know; either way I'm filing this bug as a "we-need-to-investigate-this" rather than a "I know what the problem is".

I suspect that this is probably a bug that needs to be solved in the packaging, through some appropriate update-rc.d calls in the postinst of the necessary packages.

Confirming, as we saw this multiple times, where we had to manually restart celery on MAAS package install or upgrade.
