Bug Description
[impact]
maas-provision will soon become an obsolete package and no longer a dependency of MAAS, once the new MAAS SRU is released. However, in order for the upgrade to the new package goes smoothly, the tftpd-hpa Recommends should become a Suggets. This way we ensure that 'maas' the upgrade won't fail.
[test case]
1. Add ppa:maas-
2. sudo apt-get update && sudo apt-get dist-upgrade: You will see that 'maas' will be removed instead of upgraded.
3. When the fix is in place, do the same as step 2, and upgrade will continue successfully, removing tftpd-hpa.
