Bug Description

Power settings are not being sent on enlistment.

[Impact]

This change is required in order to successfully enlist with newer MAAS version in quantal. Otherwise machines will fail to enlist given to the fact that the parameters are not being passed. Additioanlly, they are required for the IPMI autodetection.

[Test Case]

On 12.04 against a MAAS server on 12.10:

1. apt-get install maas-enlist
2. maas-enlist --serverurl <maas-server-ip> --power-type ipmi --power-settings '{"power_user":"test"}'
3. This should result in a successful enlisted node.

[Regression Potential]
Minimal, this only adds additional options that shouldn't affect the rest of the enlistment script.
