Unable to write a combined tibetan letter

Bug Description

I am using m17n-db 1.6.2-2 under Ubuntu 11.10 and I cannot write tibetan letter HUNG. I should be able to type this letter with sequence hU~M (for bo-ewts or bo-wylie).
The final letter must look like : http://www.montibet.com/data/H-UM.png
