LyX table using multicolumn/multirow renders borders incorrectly / erratically

Bug Description
I'm attaching a LyX file with two tabular environments.
The first renders incorrectly (see also compiled PDF). There is a vertical line missing on half of the left of the first cell.
That line should go all the way to the bottom of the cell.
If I simply delete one of the rows later on in the table, eg the bottom one, the problem magically goes away!
