Lubuntu 12.04.3 won't shut down ASUS desktop

Bug Description
PC won't shut down from the GUI Shutdown selection, nor will it Reboot from the GUI either.
Lubuntu shuts down, monitor goes blank but PC continues to run. The power button has to held in for a few seconds to get the PC to shut down. The PC is a Gigabyte Technology Co H81M-D2V.
The Reboot function results in the Lubuntu shut down but there is no reboot. The PC has to be manually shut down via holding the PC power button pressed in for a seconds. Then after a short delay represssed to initiate the reboot.
At this stage I haven't tried any of the current command line suggested fixes.
