Machines with a battery get a slightly annoying notification that a battery is present and charging

Bug Description
In the past, if you booted up Lubuntu on a machine that didn't have a battery, you got one notification once that no battery was present. Now, when running Lubuntu on a machine that does have a battery present, you get a notification about a present, charging battery *every time you start Lubuntu.*
Steps to reproduce:
1: Install the latest daily image of Lubuntu 24.04 on a machine with a battery. (If you use VirtualBox on a laptop, you can install the OS into a VirtualBox VM since VirtualBox passes through the hardware's battery state to VMs. Other virtualization software may not work for this.)
2: Boot into the newly installed OS. The notification will appear.
