Battery monitor problem

Bug Description
After asking help in forums I was suggested to make bug report.
Lubuntu version: lubuntu-18.10
Machine: Asus eeePC x101h
Problem: Battery monitor does not change its indication no matter happens.
Steps(1):
- plug in charger
- power on pc (monitor shows 100% charged, charging)
- unplug charger (monitor shows same)
- wait (monitor shows same)
- battery discharges, pc shuts down
Steps(2):
- unplug charger
- power on pc (monitor shows 100% charged, DIScharging)
- plug in charger (monitor shows same)
- wait (monitor shows same)

PS:
When running ubuntu 18.04.1 - monitor works
When runnnig ToriOS - monitor works.
And in Xubuntu also works.
So this definitely looks like a bug.

I just booted a 'live' Ubuntu 19.04 x86 daily (note: old or last x86 daily) on my eeepc
asus eepc 1000HE (intel atom n270, 1gb, intel mobile 945gse integrated)
My battery health (on panel) dropped from 80% when booted; to 79%, 78% .. 76%. When I plugged in charger it changed image (orientation changed from battery remaining to charged-done, the "-" became a "+" in middle). I'll endeavour to re-test with a 18.10 image
