Lubuntu, cannot add application to the Launcher

Bug Description

Lubuntu 11.10

I have panel placed at left of my LXDE desktop.
I tried to add LXterminal to the LXpanel launcher but I receive error.

Error is:
Failed to add a plugin to the panel
No running instance of xfce4-panel was found

How to repeat it?
1) Install Lubuntu
2) Configure LXpanel in such way that it is not on top but on the left of the desktop.
3) Place LXterminal icon to he desktop
4) Right click on the LXterminal icon and select from the menu "Create Launcher on the panel"
5) I get error message
