Bug Description
Binary package hint: lxpanel
I don't use a display manager like lxdm. I just run startx when I want lxde. On a fresh install or running startx on a new user account, lxpanel is just blank white. I can't right click or do anything with it.
I did find a way to get it working. You must first run lxdm ONLY ONE TIME and login. After that lxpanel works fine. I can now run startx from the terminal and lxpanel is fine. I guess lxde is setting or adding some configuration that lxpanel needs to start.

Lubuntu 10.04 is no longer supported and is eol is this reproduceable in a supported version of 14.04 LTS or 15.10 or the current development version of lubuntu. Also does lxpanelctl when running using startx allow you to configure the panel?
