Applications menu is not XDG compliant and will not show at all when many standard xdg menu elements are used.

Bug Description

The stock /etc/xdg/menus/lxde-appliactions.menu file shows the <DefaultMergeDirs/> near the top of the file. This should be acording to http://standards.freedesktop.org/menu-spec/latest/ar01s04.html merged after everything in the main <menu> section. The only way to get this to work is to have this line directly above the </menu> at the end of the file.

The <Exclude> element does not work.
The <Deleted> element does not work and causes the menu file that includes it not to be read in.
The <OnlyUnallocated>, same as <Deleted>

These things break any application that uses merge directories so the user can edit the application menu.

Ubuntu 13.10 (saucy) reached end-of-life on July 17, 2014.
