lxpanelctl run crashes when no Menu Programs is available in panel.

Bug Description

When I removed Programs Menu/Menu Programs/Applications Menu applet (the one which allows to pick an application, whether from "office" group or "sound", "internet", etc) lxpanelctl run (which was called by Alt+F2) did nothing, except from crash and restart lxpanel (behaviour the same as with command lxpanelctl restart). After re-adding of mentioned above applet - Alt+F2 worked just fine. lxpanel version: 0.5.8 on 32-bit Lubuntu 12.04; lxpanel package version: 0.5.8+git20120212-0ubuntu3.

I do not get this behavior in Lubuntu 15.04 with

lxpanel:
  Installed: 0.7.2-1ubuntu2
  Candidate: 0.7.2-1ubuntu2
  Version table:
