lxinput don't have the option to configure the desktop layout. This should be an option.

There is frontend to setxkmap called fskbsetting.

Author of this program made it for one of russian derivative of ubuntu: rubuntu office (this one based on 9.04 and LXDE).

Recently author placed source code on the runtu forum.
It was only with russian locale.

I have replaced russian text with english.
But I have no big practice in maintaining packages.

I'll try to attach all I did here maybe you could test it.

Looking at the attachments in this bug report, I noticed that "fskbsetting_0.3-1.diff.gz" was flagged as a patch. A patch contains changes to an Ubuntu package that will resolve a bug, since this was not one I've unchecked the patch flag for it. In the future keep in mind the definition of a patch. However, if you want to push it to Ubuntu, you need to package it in a separate package (see https://wiki.ubuntu.com/UbuntuDevelopment/NewPackages).
