Bug Description
When creating a container with template "ubuntu-cloud" the service cloud-final is not executed resulting in a incomplete installation.
TEST CASE:
1. Copy the user-data script in attachment to a local directory (you can remove the package list to go faster)
2. Create a new container from the template "ubuntu-cloud" with the command:
$ sudo lxc-create -n raring-test -t ubuntu-cloud -- -r raring -u user-data
3. Start the container and wait until installation is done:
$ sudo lxc-start -n raring-test
ACTUAL RESULT:
cloud-final is not executed, final-message is not displayed and boot-finished is not created on disk.
