/var/spool/cron/ should be readwrite for phablet user

Bug Description

Hi.

"crontab -e" is broken unless /var/spool/cron/ is writable.

Currently (build 266 vegetahd) this happens:

crontab: installing new crontab
/var/spool/cron/: mkstemp: Read-only file system
crontab: edits left in /tmp/crontab.xvMe2c/crontab
phablet@orc:~/

this is a long standing annoyance and easy to fix in /etc/system-image/writable-paths so users can use cron from the commandline if desired

the line to be added to the above file would be:

/var/spool/cron auto persistent transition none
