Bug Description
It's an FHS writable directory and should be marked as persistent.

(I'm interested in it because it would be useful for some unity8-greeter features to be able to have an external-to-/home persistent user-writable storage.)

Upon sleeping on this, this probably isn't very useful to unity8-greeter. But still, this might be useful to someone and does seem required by the FHS.
