Bug Description

2.02.176-4.1ubuntu3.18.04.2 causes at least one of my servers to hang on boot for ~ 3 minutes. adding debug=y to kernel command line seems to show the last script was init-top/udev. Downgrading to 2.02.176-4.1ubuntu3 resolves the problem.

Possibly related to bug #1859829 and bug #1863919.
