lubuntu kinetic live test; lubuntu-update-notifier isn't working

Bug Description

Lubuntu kinetic live test

** steps performed
- connect wifi (laptop)
- open qterm & check updates are available (ie. `sudo apt update`), i was told 18 updates are available

** expected outcome
after an expected delay; I'd expect to be told by lubuntu-update-notifier that updates are available...

** actual outcome
box has been on for some time (>90 mins but I can't recall at what time I run the 'apt update') yet no notification has occurred

** other releases
IMPISH - WORKING: booted installed IMPISH system; changed 86400 down to 60, logout & login and the UPGRADES AVAILABLE appeared very soon
JAMMY - WORKING: booted installed JAMMY system; and UPGRADES AVAILABLE appeared without me changing anything
I won't test FOCAL as I'm convinced it works still there too.
Do NOTE: Both IMPISH & JAMMY weren't a fully-upgraded system; but QA-test installs I use in support, and only upgrade packages when/if required..

Booted an impish installed (QA test install & support) system, opened qterm & ran `apt update` to confirm upgraded packages available... no notification on waiting abit... (I checked out default wait; 86400secs = 24 hours!)

I changed the counter from it's default 86400 sec wait down to 60... and logged out, logged in again

Was quickly greeted by a UPDATES AVAILABLE notification.

I'm happy to say it works in Lubuntu IMPISH (21.10)

Altered kinetic as per comment #2 to say 60 on the same *live* session of bug filing, logout,login again and wait..

no notification of upgrades occurs (waiting >90 secs so well over the expected 60 secs; with logout/login again being what made it appear in impish)...

Note: this is a LIVE system, impish was installed.

lubuntu-update-notifier is working in jammy too (d780)

logged into a QA-test install version of Lubuntu jammy; I can't recall when last re-installed; but just leaving it awhile and the UPDATES AVAILABLE appeared on its own.

My install won't have had all upgrades installed; in fact the install is quite possibly the RC prior to actual release (install date 20220418 on testing checklist); as I tend to upgrade this system only by re-install (install using existing partition) - but it's working in JAMMY without upgrades applied.

I can upgrade packages & re-test if helpful. (I won't test focal; I'm convinced it was working there in prior QA-testing), but as it's working in IMPISH & JAMMY I'm happy to assume it still is.
