clicking below scrollbar button moves to % of document, not one page down

Normal scrollbars allow you to click below the scrollbar button to move the view, 1 page. similarly, you can click above the button.
I can still scroll in LSC, but not in a normal way.
Additionally, the button on some pages is nearly too small to click on, when there is a large list of software.

To fix this bug, change the scrolling back to normal
