Three possible solutions:

1. Live with it. This is a critical regression in Lubuntu's application menu and may go over very poorly with users, IMO.

2. Get rid of kde-config-updates. Causes a regression in Discover. Possibly more livable but still, a regression? Bad. (I have no idea what the scope of the regression is, Simon informed me that this solution would cause a regression.)

3. Hide System Settings in the application menu and leave it installed. Horribly hacky and very much less than ideal, but it avoids all regressions. We can patch it in an SRU later or leave it be and wait to resolve it until 23.04.

I vote for option 3.

Looks like this is fixed in Noble. Mantic is affected but that will be EoL soon and it doesn't look like Jammy is affected.
