everyone with this problem can use the Ubuntu Customization Kit 14.04

Doenload LUbuntu 16.04 live image

install ubuntu, use the command bellow :

sudo apt-get install syslinux-utils libfribidi-bin uck

open Ubuntu Customization Kit pick (uk) in the setup

choose the lubuntu image,

yes yes yes yes......

then pick the 1st option,

sudo apt-get remove firefox
sudo apt-get autoremove
y
exit

now pick the 2ed option,

job done, you will now have a lubuntu image bellow 700mb, however firefox will be missing, and for some reason it says the image is 14.04 or something, which its not, because i used a 16.04 image ?

anyway it works!!!
