Gnome Accessibility Bus unconfigured without corresponding declaration

Bug Description
On launching Gnome-based apps within a Lubuntu session I regularly received console errors like the following from even console apps...
** (apport-gtk:15078): WARNING **: Error retrieving accessibility bus address: org.freedesktop
I have found that adding the following line to /etc/profile ...
export NO_AT_BRIDGE=1
...suppresses the requests for the accessibility bus. This is a feature request to configure Lubuntu desktop to include this Environment variable through /etc/profile or equivalent.
An equivalent functionality is allegedly possible through declarations within /etc/security/

This might be the same problem as in https:/ /bugs.launchpad .net/ubuntu/ +source/ dbus/+bug/ 1217757 see comment number 26. If so, please link that bug to this duplicate one.
