Lubuntu 14.04 Huge increase in idle RAM usage

Bug Description
Idle RAM usage has hugely increased from Lubuntu 13.10 to 14.04. Also inconsistencies point to problems.
ISO: The RAM usage on the ISO went from 95 to 98 MB (in VirtualBox) without update-notifier & nm-applet running. With these running (as they were in 13.10), new RAM would have been 105 MB. This might be normal as sometimes programs get more RAM intensive.
However, installed/upgraded systems usually consume less RAM. A fresh install of Lubuntu 14.04 yielded about 135 MB and 125 MB, which is a huge increase.
When I upgraded to 14.04, my RAM usage went from about 90 MB to 140 MB (with update-notifier & nm-apple running, and to 130 without them running. That is a 50% increase.
There seems to be a real problem, not just programs getting bigger and one that is also problematic in a lightweight distro.
