policykit-desktop-privileges is not installed by defaut on Lubuntu 13.10

This is actually very tricky : policykit- desktop- privileges is set as a depends in lubuntu-desktop seed, which depends on lubuntu-core seed, which depends on desktop-common seed (in platform.*). But, policykit- desktop- privileges is set as a recommends in desktop-common, and since lubuntu seeds don't follow recommends, the entry in desktop-common is ignored. However, the entry in lubuntu-desktop is also ignored, because germinate (or something in the building process) catch the entry in lubuntu-desktop as a duplicate, not an overwrite. Currently, I don't know if I'm doing something wrong in the seed, or if it's really a bug in germinate.
In the meantime, I'll add it as a depends of lubuntu- default- settings, that should workaround the issue for the short-term.
