Keyboard Shortcut Configuration file not honoured

Bug Description
I have been coping without many keyboard shortcuts for quite a while. Turns out it may have been because I was using Compiz. However, I recently found that even after running...
openbox-lubuntu
...which replaces the Compiz window manager with openbox, the keyboard shortcuts indicated by the configuration file at ...
~/.config/
...are still not activated.
Is there a workaround which would mean I can launch a window manager to respect these keyboard shortcuts. Does the file need to be in a different location for it to be respected? (I think it was automatically put there, by the way - I don't remember putting it there).
Ideally, is there a way of making these keyboard shortcuts active, even when I'm using Compiz? Otherwise how can I get them back?

...explicitly targets the correct configuration file, as openbox-lubuntu loads config from...
$XDG_CONFIG_ HOME/openbox/ lubuntu- rc.xml
...and $XDG_CONFIG_HOME was empty in my case (launching from tty1, and it was unset).
However, Volume Control is still non-functional after replacing the window manager in this way, though I can see the master in Alsamixer, and the Volume level in my systray, hitting the multimedia volume keys has no obvious effect, except generating the following message in the openbox console...
"Openbox-Message: Requested key "XF86Terminal" does not exist on the display "
