When opening/showing files and archives windows launch silently and don't foreground

Bug Description

A number of interactions, such as clicking on the PCManFM symbol in lx-panel, opening an archive, or asking to show files from within Chromium-browser or file-roller will ostensibly launch a new window which is expected to be foregrounded.

However, if PCManFM or file-roller are already running, then nothing seems to happen at all. Actually a window has launched, but the only indication is by flashing of a dock icon. If your dock is autohidden, you don't really see anything at all.

Preferably, when you demand something imperative of the system such as 'show files' or 'open an archive', then it should do this visibly, with a foreground window. Having to go hunting for the window in the stack to find out where your command is happening is a difficult interaction.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once:
apport-collect <bug #>

and any other logs that are relevant for this particular issue.
