LXPanel unusual navigation behaviour with maximised windows and multiple viewports

Bug Description

When I click on another viewport's Windows in the Taskbar in LXPanel it _only_ moves the desktop to the viewport containing that window assuming the window was originally minimised.

If the window is maximised already (although out of sight on another viewport) it doesn't bring the window to the current viewport, or navigate the desktop to the other viewport, or anything. It flashes a viewport window (showing all four viewports) for a few milliseconds, but nothing else takes place.

An impractical workaround is to right click on the window in the taskbar, click minimise (which happens out of sight) and then click on the window in the taskbar again. It then maximises the window and navigates to the correct viewport.

For reference, I'm running 13.04 Beta 2 with Compiz as the window manager and Docky as dock on the left, with LXPanel on autohide at the bottom.

Ideally, it should navigate to the viewport containing the relevant window whether it's minimised or not.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once:
apport-collect <bug #>

and any other logs that are relevant for this particular issue.
