Bug Description
Binary package hint: chromium-browser
In Chromium, when I download a PDF file it saves it locally in my Downloads folder. Clicking the "Show all downloads" link, I'm provided with a link to the local file. Clicking that link does nothing. It should open up the default PDF viewer. Same problem with association observed in mailto: bug, listed here:

Issue can be solved by running:
xdg-mime default evince.desktop application/pdf
