lubuntu oracular live - kde systems settings in preferences menu

lubuntu oracular live session QA test on
- hp prodesk 400 g1 sff (i5-4570, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)

In PREFERENCES there is a KDE SYSTEMS SETTINGS option which does nothing...

On clicking the menu item, something happens

** actual result

It does nothing

I recall history with this, but sorry I can't recall the specifics/details. I suspect it's there because of some dependencies; and the item was going to be hidden, but maybe it should also be reported on release notes or something explaining why its there or something..
