Default keyboard shortcut actions for switching workspaces do not work with multiple rows

Bug Description

When using multiple rows of workspaces (in my case, a 4x4 grid made using the program from http://openbox.org/wiki/Help%3aFAQ#How_do_I_put_my_desktops_into_a_grid_layout_instead_of_a_single_row.3F), ctrl+alt+down and ctrl+alt+up do not work, and that I have to press ctrl+alt+right to get to the next row of workspaces. Using obkey, I discovered that this is because the default actions for switching workspaces are set to:

<action name="GoToDesktop">
          <to>left</to> (or right, up, or down)
</action>

I found, using obkey, that the right actions should be:

<action name="DesktopLeft"> (or DesktopRight, or DesktopUp, or DesktopDown)
          <wrap>no</wrap>
</action>

I also found a similar problem with "SendToDesktop" vs "SendToDesktopDown" (and other directions).

I am filing this report under the package lubuntu-default-settings, as these settings are found in ~/.config/openbox/lubuntu-rc.xml and openbox seems to be correctly interpreting the actions in the config file.

Ctrl-alt-arrow key works as expected with lxqt-panel.
