Packages depends upon excessively old version of lua

Bug Description

The luacheck package depends upon Lua 5.1. Yet: Lua 5.4 is out and (a luacheck developer tells me - at https://github.com/mpeterv/luacheck/issues/228#issuecomment-1281876308) that luacheck can run on any version of Lua up to 5.4.

I use Linux Mint 21 Vanessa, based on Ubuntu 22.04 Jammy, and/but the following webpage should suffice to show that Ubuntu Jammy's version of lua-check requires Lua 5.1: https://packages.ubuntu.com/jammy/lua-check.

What should happen: Ubuntu's luacheck package should depend upon Lua 5.1 _or later_.
