Bug Description
lua-nvim and nvim have a cyclic build dependency leading to not building for riscv64. On the lua-nvim side the build dependency is defined as: "neovim <!nocheck>" which should allow bootstrapping by setting DEB_BUILD_PROFILES.

lua-nvim - 0.2.4-1-2ubuntu1 is available in ppa:merge- from-debian.
For bootstrapping it remove the neovim dependency on riscv64. We have to add it again in a future release.
