virtual nic with vmxnet3 driver has 1Gbit/s capacity instead of 10Gbit/s in trusty

Bug Description

In trusty, properties for virtual vmxnet3 NIC from an ESXi 6.0 virtual machine are showing 1Gbit/s capacity. In Xenial, it's showing speed 10Gbit/s.
