lsb_release -s prints no useful information

Bug Description

Binary package hint: lsb-release

$ dpkg-query -W lsb-release
lsb-release 3.2-4ubuntu1

according to help and man page, "-s" is supposed to print a short summary of the release version.
instead I see this:

$ lsb_release -s
No LSB modules are available.

"-a" works however:

$ lsb_release -a
No LSB modules are available.
Distributor ID: Ubuntu
Description: Ubuntu 8.04.1
Release: 8.04
Codename: hardy

even though it does print the "no modules" error message too

Idem on intrepid
