The error which relates to xemacs21 is apparently bug #971562 but there is a large number of other errors in VarLogDistupgradeTermlog.gz which seem more serious, including a problem with LSB. Reassigning to lsb for further investigation.

I had this same problem on upgrading to 13.04 from 12.10.
